On August 30, 2014, while having lunch at a local restaurant, a server advised Lt. Halpern that a patron at another table had stopped breathing. Lt. Halpern responded and determined that the female patient did not have a pulse. He began CPR after lowering her to the floor. After 45 seconds, fifteen compressions and mouth-to-mouth resuscitation, the woman began to breathe on her own and regained her vital signs. Gradually she spoke. The 89 year-old was transported to an area hospital where she made a full recovery.
Lt. Halpern's action reflected favorably, first on himself, and second on the Florida Highway Patrol. Local and State-wide media reports of Halpern's actions, and its successful outcome, give fitting testimony to a range of skills exhibited by law enforcement officers generally and State Troopers particularly.
